 At present, the clipboard accepts drags from any source widget, including
 itself.  This results in duplicate copies of clippings (if, for instance,
 you attempt to reorder them by dragging).  This behavior is both confusing
 and wasteful.

 We should prevent the possibility of duplicating clippings in this manner.
