 Tested under joyride-2456 and build 8.2-760 with the Control Panel open,
 using hot corners fails to trigger the frame reveal. This is also the case
 if you switch away from the root window to another activity (say while
 you're waiting for SW update to complete, or using browse to read some
 documentation). The frame keyboard shortcut does still function correctly.
 Once the Control Panel is closed, frame hot corners work again.
