Comment:

 Tested in joyride-2451.  Confirmed that 'import pygame' in Pippy only
 takes ~2 seconds (down from 6).  Also confirmed that running 'import
 shutil' (for example) as root doesn't rewrite the shutil.pyc file,
 indicating that the existing file is being used.

 I think this is safe for/ought to go into 8.2.
