 Browse is two things: a browse activity and a viewer.

 As a browse activity, it records its state in a journal entry so the user
 can get back to it later and keep browsing where he left. The journal
 entry is a dump of its internal state.

 As a viewer, it should just leave a note in the journal recording the fact
 that the user viewed an image. That entry would reference the viewed
 image, but as our DS isn't hard linking identical files yet, we would
 currently be duplicating what could potentially be a big file.

 Due to that omission in the DataStore, this activity hasn't implemented
 the record-in-journal part of viewers, thus fails to place a file when
 saving to the journal and the DS complains that the file doesn't exist.
