 I think you hit it at the end. (f) is sent unencrypted, and we do not have
 a Linux interface to send unencrypted frames once keys have been
 installed. And in some cases where crypto is done in hardware, I would
 expect that the same problem exists on the hardware level too; cannot send
 unencrypted frames when keys are installed.
