 Verified fixed in q2e17d.rom.  (Fix actually in q2e17c, but tested in
 q2e17d.)

 John Gilmore notes that BSD turns on the whitening, while our MSR settings
 do not.  He desired more information on the RNG, which is not apparently
 public.
