 In 8.2-759 it only sends SetActive(False) when switching away from an
 activity. Wen tabbing back to the activity it used to send SetActive(True)
 but that does not work anymore.

 This breaks (at least) Etoys which suspends on receiving SetActive(False)
 and resumes on SetActive(True). So it freezes whenever tabbing away from
 it.

 The *weird* thing is that my other B4 running the exact same OS is fine. I
 do not know what triggered that behavior. Both machines were running over
 night, I killed Sugar in the morning on both (#3554) but otherwise they
 behaved unsuspicious.
