 Just for the record, other ideas that were considered...

  dsd:1 Don't ack undecipherable frames:  not feasible, we only know it's
 an undecipherable frame after it's been acknowledged.

  dsd:2 Defer transmission of (unencrypted) 4th EAPOL until key is
 installed:  not feasible, can't install key on rx path only.

  dsd:3 Pass undecipherable EAPOLs to driver:  Possible, but really hard.
 (Need an alternative way way to mark encrypted frames as 802.11 header is
 gone, add decryption capability to the driver...)

  dsd4: Use WPA2:  I recommend this, but it's probably not acceptable...

  jc5: Buffer undecipherable frames in firmware and pass to host once PSK
 is installed:  would work, but requires use of precious buffers in
 firmware.

  jc6: Turn off RX path during the race window (i.e. immediately before
 sending the 4th EAPOL, and back on once the key has been installed).  Not
 sure how the AP would behave if it runs out of retries.  Ugly.
