Comment:

 Actually, presence-service already implements the desired behaviour. So if
 the config file contains an empty entry as
 {{{
 server =
 }}}

 then the ServerPlugin is not created and so Gabble is not involved at all.

 But if the key is absent from the config file then it's set to the default
 jabber server (olpc.collabora.co.uk currently). This is done in the sugar-
 toolkit (profile.py).

 I close the bug as PS does the right thing.
