 The image-builder tool (http://wiki.laptop.org/go/Image_builder) is used
 to create "shippable by Quanta" images from a customization key containing
 the activities and content desired by a deployment.

 The image-builder tool should check the activity.info files of all the
 activities it installs (content, too?) and ensure that they have
 appropriate licenses.
