 We discussed that before but I did not find a ticket:

 For easier support of legacy software, $HOME should point to a permanent
 directory (e.g., $SUGAR_ACTIVITY_ROOT/data).  Currently it points to
 $SUGAR_ACTIVITY_ROOT/instance which is not the same for each activity
 invocation so data stored in $HOME will not be seen by the next activity
 instance.
