#8343: Wired ethernet not always connecting on startup

Used to reliably get a wired ethernet connection. Now sometimes, on
startup, one XO tells me about the ethernet "Network is unreachable".
Don't know if this became a machine problem as the hardware got older, or
a race-condition problem as the software got leaner.
Currently experienceing this (randomly) on 759. What really seems odd is
that there are two XOs in the room, and each shows both in its
Neighborhood View. Yet neither shows a mesh icon in the Frame (nor any
other communications icon), so I don't think the XOs are seeing each other
on mesh. That leaves only the common ethernet lan connection - yet the
misbehaving XO is telling me "Network unreachable" (that is, it says other
ethernet nodes are unreachable).
