 daniel notes that this could be fixed by simply asking browse to launch
 read with the target url, not adding a separate journal entry at all for
 the file in question (in the current journal implementaiton, you wouldn't
 be able to remove or modify the file on disk that's not in the journal
 anyhow, only its copy).

 You still get a journal entry for Read when it launches, for reference
 afterwards.
 I believe this requires a change only to browse (and how it launches
 activities based on mimetype), nothing to read, datastore, or journal.
