#8330: PDFs can take over 2 minutes to launch from Browse

PDFs have to be read in a very circuitous fashion when discovered via
Browse : they are first downloaded into the journal, which is delayed
unless one clicks to approve the download, and then one has to choose to
'open' the result with another click, taking you to the Journal entry, and
finally one has to remember to click the 'Resume' button in the upper
right corner, which launches Read with the pdf as its source.

This is true even when the pdf is already on the local disk, in which case
the extra 'download' and journal insertion doubles the space taken on
disk. Instead, Browse could simply insert a symlink into the Journal as a
record marker, launch Read, and load the PDF directly from disk.

This could even be an optional preferences :
"force all files to pass through the datastore?"
