 When loading a project that had Pango enabled on save, enable Pango on
 loading too. This happens when loading a project that was authored in a
 different language.

 To test, switch to Nepali, get out a Star from supplies (which gives it a
 Devanagari name), quit, resume. The name shows as ????.
