 The firmware isn't running.  On the way down in userspace, we *cut power*
 to the 8388 via the EC and /sys/power/wlan-enabled.  (This is a new
 feature in 8.2, #7879.)

 The 3strikes is coincident with that:

 EC command 0x35 is "put the 8388 into reset".
