Comment:

 Greg thinks we should block on fixing Paint. I think we'd be fine shipping
 a release with a broken Paint so long as we were confident we could
 release a new version of Paint which worked in a timely fashion.
 Consequently, _diagnosing_ this bug is quite important but fixing it may
 be less so.

 P.S. - Jim suggests that Paint may be slow because the EC may be shipping
 more mouse packets than Paint is capable of handling.
