Comment:

 I don't agree that this is blocking for 8.2.0 as we have a notice already
 on the stuffer sheets that go into all shipping boxes pointing to the url
 where source exists.

 If the request of this trac item is to update that sheet to add more info,
 we should start that process (independent of 8.2.0). There are a number of
 things we are doing to improve our GPL notes... those items that need to
 be included in the software, should have a release date related to 8.2.0.
 I don't believe this one does.
