Comment:

 Retested with 19 laptops sharing Chat and Browse. With 16 laptops,
 observed 2 (Chat and Browse) circles in the Neighborhood window. Added 3
 laptops, the Chat circle disappeared (though Chat was still running).
 Downgraded to 16 laptops, the Chat circle started to appear in one of the
 laptops.
