 That 'empty.html' file is a quarter megabyte of complexity.  I was working
 thru the test case but did not want to click 'okay' at step 5, because I
 was warned by my XO that it was potentially unsafe. So if anyone clicks
 'okay' then gets a Browse crash, well, they were warned.
