 PS uses NM to watch the IP address, so that if it changes it can
 connect/disconnect Telepathy connection managers.

 If NM isn't detected on the session bus, there is fallback code to
 manually get the IP address when PS starts up.

 However, if NM is detected, but the interface doesn't exist (e.g. if NM
 0.7 is running) then the fallback doesn't occur.

 PS should run the fallback code if the NM call fails.
