 The reports are consistent with what I observe.
 My theory at this point is that when NM is running it issues commands to
 the radio while the association is still in progress, making the
 association fail.

 Empirically, I have had 100% association success lately via the GUI by
 clicking on the AP when the radio is idle (judged by observing the
 neighborhood view and the activity lights)
