 I don't remember from when I first ran into this problem -- but right now
 (with /etc/olpc-security present), all the Activities I tried which failed
 to launch left behind logs with a length greater than zero.

 So I would say yes - zero length logs get left behind  by fail-to-launch
 Activites only with security disabled.
