 My own experience with these two lights (in builds 3Q 2008) makes me doubt
 them as a meaningful UI.

 The keyhole led stays on when I am connected through a wired ethernet (it
 blinks rapidly once in a while - though that does not seem to be affecting
 my connection).  The catch is that the keyhole led stays on (but blinks
 rapidly once in a while) when my XO is completely disconnected from
 anything.  [There is no radio source within a couple of miles from my
 house.]

 The "radio" led stays off (it blinks rapidly once in a while).  This led
 being off may be correct - my connection is through a wired ethernet, not
 through wireless.  But since I am not connected through the XO's radio to
 anything, I see no reason for this led to be blinking.
