 The sugar theme forcibly removes the prelight state for buttons, since
 Eben would prefer that buttons not have prelighting by default.  But the
 way this is done prevents our enabling prelight in situtations where it is
 useful -- particularly, when the buttons are unusually shaped or the UI is
 complex and some guidance on what parts of the interface are clickable is
 desirable.
