#8760: Web form button graphic for requesting a developer key is corrupt

 Testing in 8.2-767. This is the first time I've tried requesting a dev key
 (B4 kindly arrived with disable-security set). Using the new default
 Browse home page link to request a dev key, the final "Submit Query"
 button is corrupted. The button does function correctly (3hrs 49min before
 my key has finished baking in the oven).
