Comment:

 What I'm the most concerned about is establishing "common standards" among
 Activities when they are run in 'ebook configuration' -- for instance,
 should the topmost (depending upon the current screen rotation mode) game
 button be used for 'page up' ?

 This can be accomplished by either publishing a specification, and asking
 all Activities to adhere to it.  Or by actually coding a "front panel
 button support service" which acts whenever the screen 'rotate' button is
 pressed, and with which Activities need to communicate (instead of setting
 the front panel buttons themselves).
