 I've got a spanish laptop set to Spanish (Argentina) in the languages
 control panel.    Going to http://browserspy.dk/language.php reveals that
 Browse is still requesting documents in en-US, which (among other things)
 means that the dev key request page shows up in English, not Spanish.
