Comment(by jminor):

 If another activity that uses sound is running before Speak starts it is
 unable to produce any sound.  In this case the mouth does not move.  In
 some other cases the mouth moves, but no sound comes out.  Next time you
 have this problem can you make note of whether there are other activities
 running and whether the mouth moves or not?
