 Heh, pressed submit a minute too soon.  I think I've answered the first
 half of my own question.  Digging into the icon class in sugar-toolkit [1]
 reveals that a "dumb" check is performed to detect SVGs:
 endswith('.svg').  So, a new question follows.  Do we:

  1. make the icon class smarter, checking for the DOCTYPE inside the file
 itself;
  2. make the code which copies to /tmp append '.svg' to the filename;
  3. fix whatever oddity requires copying to /tmp, rather than referencing
 the icon in the bundle;
  4. or all of the above?

 I'm open to suggestions.
