#7132: Temporarily emove Bulletin Board Key Functionality

 Recommend removing functionality of bulletin board key until a functional
 bulletin board program is developed.

 Problem occurs when user opens an activity and presses the frame key
 followed by the bulletin board key. An empty and non functional bulletin
 board appears preventing user from returning to the activity unless they
 press the bulletin board key again.

 This issue was observed when a fellow user was typing and accidentally hit
 these two keys, thought an error had occurred when they couldn't get back
 to their activity and promptly restarted the machine.
