Comment:

 The secure? flag needed to be set earlier, prior to early serial
 interaction.  The solution is to move the setting of "flash-base" and
 "secure?" from the stand-init chain to the stand-init-io chain.  The
 former happens after the early interact point, the latter before.

 Fixed by svn 828.
