 The América del Sur issue is due to templates missing from the DB, for
 example the first one expands {{ARG}} which expands to {{Bandera2|....}}
 which expands to {{Geodatos Argentina}}.  Bandera2 literally expands to
 '{{Geodatos {{1|}}}} (it dynamically generates a template name), so our
 template scanner is missing the dependency.

 How much would it cost to include all templates in the DB?  are they
 generally small?  what if we strip <noinclude>...</noinclude> (or are we
 doing that already)?
