 I'm running Joyride 1971 devel_jffs2.  I've experienced this behavior in
 older joyride's as well.

 SYNOPSIS
 If you explicitely turn off the radio, the radio will be turned on again
 when you resume from a forced suspend.

 REPRODUCTION
 Go to a terminal.  Turn off the radio with:
    $ sugar-control-panel -s radio off
 Wait for the radio lights to go off.  Click on the power button to force a
 suspend.  Once suspended, click on the power button again to resume.  The
 radio will be powered back on, as evidenced by activity on the radio LEDs.
 The radio should stay off until it is enabled again by "sugar-control-
 panel -s radio on".
