#7015: Add proper alignment support to the "tray" control

The Frame makes heavy use of trays, with one on each edge. The design
specifies that each edge of the frame should correspond to, and align
with, a separate corner of the screen, which goes hand in hand with the
design for the new notification system. I think it's important -- both
since we're shifting things around now anyway, and since we hope to make
good use of the notification system for better feedback -- to have this
alignment issue fixed for the next release.

The technical details of the problem concern incompatibilities between the
"model" and "view" used to represent the tray (gtk.Box and gtk.Toolbar),
only one of which supports pack_start/end. (At least, I think this is the
 problem...)
