Comment:

 I think the intended design here was to have the secondary palette contain
 an option "group", the name of which is "Copy to...".  I think either way
 we should simply say "Copy" instead of "Copy to clipboard", since the
 clipboard is always the default target for the copy action.

 I'm unsure of the state of menu groups...we'll have to check on that to
 see if this can be implemented as intended.
