 This seems to inadvertently extend
 http://wiki.laptop.org/go/Theft_Deterrence_Protocol to add 'poweroff' and
 'reboot' priorities.  I'm not convinced that this is actually the right
 way to implement this feature.  Probably better would be to pass in an
 option to the bitfrost.update package to say 'urgent means shutdown', not
 to change the semantics of the 'priority' field.
