Viewer flaps occupy a "top layer" in the user-interface, in front of all
desktop objects and in front of all windows. It's possible for a window
to get in front of a Viewer flap temporarily (by dragging the window by
its title bar and dropping it over an oper viewer) because the
reestablishment of intended layering is sometimes deferred. Simply moving
the cursor out of the overlapping window and onto the interior of the
Viewer, for example, will immediately bring the Viewer back in front.
Clicking on the desktop also will. And, as observed in this ticket, even
a cursor change will. Most etoy users do not make much use of windows,
so the layering of viewers in front of windows does not usually case
difficulty. But if you do wish to use windows and viewers together, don't
overlap windows with viewers and expect to be able to keep your windows in
front of viewers, because it will be a losing battle.
