Comment(by Eben):

 As I understand it, we don't yet have an audio mixer in place.  Without
 one, only one process can use the sound device at any one time, meaning a
 game, or a media player, or a voice chat, or any other such activity being
 active would prevent the system from creating an audible chime of any
 kind.

 Until we have mixing, this just isn't feasible.  In the meantime, however,
 we're working on a visual notification system for invitations and other
 system events to provide visual feedback and grab attention when
 appropriate.
