Comment:

 Other keys are destroyed too.  Ctrl-S appears to be ignored (you can't
 search in Emacs), and even worse, Ctrl-Q makes Terminal quit.  I do this
 about once a day when ssh'd into Emacs over Terminal.

 Terminal should be passing ALL ascii key combinations through
 transparently.  It should use Ctrl-Shift-key to do supervisory functions
 (like Copy, Paste already do).
