Comment(by sj):

 This is not a matter of conserving space.   when you use sugar-control-
 panel to update your language, it doesn't currently reassess the library's
 language.  If you installed a new bundle into your library, it should note
 the current language and update to be english.

 That said, we are moving to a more robust model of generating a dynamic
 library, checking the language and bundle status each time the browser is
 launched.
