#6607: set_tooltip recreates the palette and causes jumpy behavior

 This can be seen for example in the Measure activity, when one toggles the
 "show values"/"hide values" button. Every time one clicks the button a new
 tooltip shows up, and the accumulate in the top left corner.
 On the other buttons no the new tooltip does not show up at all. I do not
 know why the difference exists. (Maybe button vs. toggle button.)
