 The PK policies state that the active user can't shutdown the system
 (unless authorised as an admin) if multiple sessions are running.

 If you login at the console, this counts as multiple sessions (you can't
 shutdown/reboot from sugar). Even after you logout from the console, you
 have to restart sugar before it lets you shutdown again.
