 I guess I misread the ticket to mean the case when "there are no favorite
 activities", not when "there are no activities at all".  Fair enough, but
 we don't have any intention of releasing to country deployments, G1G1
 users, or the general public without any activities at all, anyway.  I do
 think we need to make a really simple and easily discoverable "get more
 activities" button/option/whatever, but I don't think this ticket is aimed
 at that specific goal.
