Comment:

 The delay has been working rather well for me, personally, and it is
 possible to turn this off in the control panel, as mentioned above.  I
 think we can finally lay this ticket to rest, and take on any new
 complaints with the Frame separately.

 For future reference, a potentially promising idea was to have only the
 corners of the Frame appear on corner activation, containing buttons that
 indicate that clicking them will reveal the Frame.  Once expanded, the
 buttons would invert, to indicate that clicking again will dismiss the
 Frame.  This makes the Frame discoverable (since the buttons appear in the
 corners via mouse activation), but prevents the Frame from blocking other
 nearby controls that might have been the desired target, and making the
 Frame reveal/hide more explicit.

 We'll see if further measures are required after the current behaviors are
 thoroughly tested with kids and teachers.
