 Hm, I am still seeing this in jhbuild and in joyride 1973. I assume the
 issue is still there (so reopening).

 Let me clarify the steps to reproduce:
  1. Copy something (the clipboard item needs to have an "Open With"
 submenu)
  2. Hover over the icon in the palette, do not move the mouse until the
 second stage opens (ie. the menu is visible).
  3. Now move the mouse _down_ out of the toolbutton, and then right on top
 of the menu. Note that you need to move the mouse quite fast. The
 important part here is that the mouse does not "stop" over the palette.
 That is it needs to "jump" from outside the palette, to inside the menu.
  4. Hover over the "Open With" menu item, until the submenu opens
  5. Go over the submenu
  6. Watch the whole palette disappear.
