Comment(by brian):

 This results from Colors' "take reference photo" and "video paint"
 functions (under the Paint menu).

 AFAIK, the options would be 1. Photo/video-less version of paint (not
 ideal)
 2. Turning on camera only after a photo is taken or video paint is turned
 on
 3. Turning on camera when the Paint tab is clicked.
