Comment:

 This is a strange problem.  It is exhibited in both the people and device
 trays, but not in the clipboard or the places/activities tray.  As
 mentioned in the initial description, the first item in the tray
 consistently gets the "pre-light" when the palette itself appears, while
 the remaining items never receive it at all, their palettes remaining
 visually detached.  By design, this pre-light should appear immediately
 when the mouse rolls over the item, and remain as long as the mouse
 remains over the icon or the palette remains visible.

 Since the Frame is the meta interface element, it would be really
 unfortunate to have such obviously broken and inconsistent behaviors here.
 Since the other two edges of the Frame work fine, I'm assuming there is
 something relatively trivial causing it, and would really appreciate
 someone taking the time to poke it before the next release.
