 Pretty straightforward addition to trac.  This would people who are more
 outside the loop to estimate if a particular task or enhancement is within
 their time budget.

 Obviously this would vary by developer (greatly perhaps).  But we could
 establish some guidelines to describe what a particular unit of time
 means.  Also we might want to be careful estimating the time to completion
 for bugs.
