Comment:

 I'll speculate that if it's in 703, then it's almost certainly in whatever
 we ship for 8.1.1. Knowing dwmw2, I'd bet that he fixed the problem
 upstream expecting that we'd be sensible and keep tracking upstream
 through the intervening months. Poke me harder if you want me to actually
 find out.
